Scott Beacham

Scott Beacham
Scott Beacham is the president, chief executive officer and director of BCS Financial Corporation, which includes BCS Insurance Company, BCS Life Insurance Company, and BCS Financial Services Corporation. Scott has more than 25 years of experience in the Blue Cross and Blue Shield Plan system. Prior to joining BCS in March of 2008, Scott was a business advisor to the board of trustees of Group Hospitalization and Medical Services, Inc., an affiliate company of CareFirst, Inc., in Washington, D.C. Prior to that, he was the president and chief operating officer of Excellus Health Plan, Inc. in Syracuse, New York. Scott received his bachelor’s degree in business administration from Susquehanna University.

Matthew T. Brannigan

Matthew T. Brannigan
Matt Brannigan, Senior Vice President, Marketing has more than 25 years of experience in the health insurance industry, most recently as the President of Sakonnet Health Partners in Greenwich, Rhode Island. Prior to that, he was with Blue Cross & Blue Shield of Rhode Island where he served as Senior Vice President, Sales, Marketing and Health and Wellness. Matt has a bachelor’s degree in business administration from State University of New York at Oswego and a master’s degree in business administration from Fordham University. Henry Carpenter

Henry Carpenter
Henry Carpenter is currently the Senior Vice President, General Counsel and Secretary of BCS Financial Corporation (“BCS”) and various subsidiaries. Henry has practiced law in excess of thirty years exclusively in the insurance and financial services industries. He commenced his law career as a staff attorney for the Illinois Department of Insurance. Thereafter he began as counsel with Security of America Life Insurance Company, eventually becoming Executive Vice President and General Counsel. Throughout the course of several acquisitions, Henry served in various legal capacities with subsidiaries of USLIFE Corporation, American General Insurance Company and American International Group. Over this twenty – five year span, Henry advised and represented various business units and occupied several officer positions in these organizations, with responsibilities in law, claims, marketing, government relations and regulatory compliance. Henry joined BCS in 2003 as Assistant General Counsel, being elected to his current position in 2008. Henry is responsible for the Compliance, Legal, Human Resources, Corporate Audit and Corporate Services departments.

Dave Jacobs

Dave Jacobs
Senior Vice President of Actuarial Services. Dave joined BCS Financial Corporation in 2002 and is currently responsible for all actuarial services, including risk management in the areas of pricing and product development, reinsurance and commercial underwriting. Dave’s 25 years in the insurance industry include experience in health, life, and property and casualty in actuarial roles with Alliance Life Insurance Company of North America and a Wisconsin based regional health and P & C carrier. In addition to his professional experience, he is a member of the American Academy of Actuaries (MAAA) and a Fellow of the Society of Actuaries (FSA). Dave majored in Actuarial Science at the University of Wisconsin – Madison earning a Bachelor of Business Administration.

Dale Palka

Dale Palka
Senior Vice President, Financial Services oversees the investment activities for BCS Financial Corporation and subsidiaries. He is also Treasurer for Plan Investment Fund ( PIF), responsible for promoting and administering the operations of PIF. Dale joined BCS in 1999 from Health Plans Capital Services Corporation, the former administrator of PIF. Prior to that, Dale spent 20 years at Blue Cross Blue Shield of Michigan as Director of Treasury Services overseeing investment, pension, cash management and risk management for the Plan. He also has experience in the banking and automotive industries. Dale received a Bachelor of Science in Economics from the University of Detroit and a MBA from the University of Michigan.

Susan Pickar

Susan Pickar
Susan Pickar is the Senior Vice President, Finance and Treasurer of BCS Financial Corporation and subsidiaries. She is responsible for the financial reporting and accounting, management information systems, administration, cash operations, and payroll functions for BCS Financial Corporation and subsidiaries. Susan joined BCS in 2002 as Assistant Vice President of Financial Reporting. Prior to BCS, Susan was with a financial organization as head of SEC reporting and spent nine years with KPMG, LLP in audit assurance specializing in the insurance industry. Susan has a CPA designation and a Bachelor of Business Administration degree from the University of Wisconsin – Madison.
